Where online can I find websites that just had their domains expire or are about to expire? And how do I go about buying these websites?

    Godaddy has a program where you can bid on domains that have recently expired.

    U can search for any website, on the right-hand side you’ll see related expired websites which are for sale.

    We used to use this service, it is a good one as it gives you access to tools to find good domains.
